Belize Conservation Trust Empowered to Fulfill Expanded Mandate with Five-Year Strategic Plan

We developed a five-year strategic plan that set the bar for Belize’s only trust fund supporting conservation areas on land and in water as the fund’s mandate expanded.

Climate resilience is high on the global agenda, and especially at the forefront in Belize, where protected marine and terrestrial areas cover more than one third of the country’s land.

It is not surprising, then, that Belize’s government expanded the mandate of the country’s only trust fund for the financing of protected marine and terrestrial areas, called the Protected Areas Conservation Trust (PACT).

PACT engaged Momentus (formerly IFCL) to ensurethe Trust could fulfill its new role. We guided PACT’s stakeholders in the development of the Trust’s first five-year strategic plan –the first of its kind at PACT. The plan empowered the Trust to confidently move forward on investment, fundraising, and human resources activities.

Our work also created alignment between PACT and the National Protected Areas System (NPAS). Our deliverables encompassed legal arrangements and governance, institutional strategy and identity, internal capacity, and performance monitoring. To do this, we designed and facilitated in-depth discussions with key internal and external stakeholders across the country.
